2006 New York Code - Order To Use Patented Articles Prohibited.
§ 12-133 Order to use patented articles prohibited. It shall be unlawful for any officer of the city to order any owner or occupant to use any patented article on any building or in any public street or place, except under such circumstances that there can be a fair and reasonable opportunity for competition, the conditions to secure which shall be prescribed by the board of estimate.
