    § 521. Powers and duties of boards of visitors. 1. Boards of visitors,
  with  respect  to  the  institutions  for  which  they  are respectively
  appointed, shall have the  powers  and  duties  expressly  conferred  or
  imposed  upon  them  by this title and such other powers and duties, not
  inconsistent with law, as may be prescribed by the  regulations  of  the
  division.
    2.  The  boards  of  visitors,  as agents of the division and with its
  approval, may receive and accept any grant, gift, devise or  bequest  of
  money  or land to it, the state, board, division or institution, subject
  to the provisions of  the  state  finance  law.  Any  such  acquisition,
  including  income therefrom, shall be applied or expended subject to the
  regulations of the division.
