§ 19-0503. Complaints; investigation. In case any written complaint shall be filed with the commissioner and he shall have cause to believe, or in case the commissioner himself shall have cause to believe, that any person is violating any code, rule or regulation, which was promulgated by the department pursuant to this article, the commissioner shall cause a prompt investigation thereof to be made.
