11-3A-18. Certification of attorney general.

An authority may submit to the attorney general any bonds to be issued by it after all proceedings for the issuance of the bonds have been taken.  Upon the submission of the bonds and record of the proceedings to the attorney general, it is the duty of the attorney general to examine and pass upon the validity of the bonds and the regularity of all proceedings in connection with the bonds.  If the bonds and proceedings conform to the provisions of the Regional Housing Law [Chapter 11, Article 3A NMSA 1978] and are otherwise regular in form and if the bonds when delivered and paid for will constitute binding and legal obligations enforceable according to the terms of the sale and issuance, the attorney general shall certify in substance upon the back of each of the bonds that it is issued in accordance with the constitution and laws of New Mexico.
