Benefit-cost methodology, defined.

Benefit-cost methodology means the methodology to be used for calculating the ratio of benefits to costs of the projects considered for financial assistance as established by the Federal Railroad Administration on July 1, 1990, pursuant to 49 U.S.C. app. 1654(N).
