Section 32-1024
Precinct counting; resolution of legality of vote; rejection of ballot; when.

If there is a question as to the legality of a vote to be counted, such issue shall be unanimously resolved by the entire counting board. If a unanimous decision cannot be obtained, such ballot shall be rejected.
