Maryland Financial Institutions Section 12-427

      A person that engages in the business of money transmission is subject to the enforcement provisions of §§ 2-114 through 2-116 of this article if the person:

            (1)      Is not licensed under this subtitle; or

            (2)      Is not an authorized delegate of a licensee.
