Article - Department of Human Resources

§ 86.

      The Department of Employment and Social Services with the advice and cooperation of the Department of Aging and the Department of Health and Mental Hygiene, shall develop a program to carry out the purposes of this subheading, including the training of persons to perform community services for elderly persons. In implementing this program, the Department of Employment and Social Services, or its designee, shall:

            (1)      Adopt rules and regulations for implementation of the program, including standards and means for reimbursement from elderly persons financially able to pay for all or part of the services provided under the program;

            (2)      Continuously monitor the effectiveness of this program and perform evaluative research of the program through the Department of Aging;

            (3)      Contract, where feasible and desirable, with public agencies, nonprofit private organizations, and volunteer groups for the provision of community home care services and group nutritional dining services;

            (4)      Provide funds for the training of individuals to perform community home care services and for administrative costs of the community care services program;

            (5)      Utilize to the extent available grants from federal, State, and other public or private sources to fund a community home care services program.
