Article - Department of Human Resources

§ 44A.

      (a)      In this subtitle the following terms have the meanings indicated.

      (b)      "Cooperative living project" means a welfare demonstration project providing a shared living arrangement as an alternative to cash assistance.

      (c)      "Department" means the Department of Human Resources.

      (d)      "FIP" means Family Investment Program.

      (e)      "Grant diversion" means the payment of businesses for hiring recipients.

      (f)      "Individualized case-management project" means a welfare demonstration project providing coordination and intensive case management of FIP and related benefits and services.

      (g)      "Local department" means a local department of social services in a county or in Baltimore City created or continued under the provisions of § 13 of this article.

      (h)      "Nonprofit organization" means a religious, charitable, or volunteer organization exempt from taxation under § 501(c) of the Internal Revenue Code.

      (i)      "Work activity" means any of the following:

            (1)      Job search activity;

            (2)      Subsidized employment in either the public or private sector;

            (3)      Grant diversion;

            (4)      Work experience;

            (5)      On-the-job training;

            (6)      Community service;

            (7)      Training directly related to employment; and

            (8)      Education directly related to employment.

      (j)      "Recipient" means all individuals in a FIP case.

      (k)      "Secretary" means the Secretary of Human Resources.

      (l)      "Temporary cash assistance" means the cash assistance component of the FIP funded in whole or in part through Title IV, Part A, of the Social Security Act.

      (m)      "Third party payee" means:

            (1)      An individual approved by the Department;

            (2)      A nonprofit organization;

            (3)      A for-profit organization; or

            (4)      A governmental entity, which may include a local department.

      (n)      "Transitional assistance" means assistance provided to a FIP recipient whose temporary cash assistance has been terminated for noncompliance with FIP requirements.
