Article - Department of Human Resources

§ 136.

      The board shall:

            (1)      Advise the Department of Human Resources in regard to the adoption of rules and regulations to design and administer the shelter, nutrition and service program;

            (2)      Monitor the operation of the program;

            (3)      Annually propose to the Department a budget and a funding request for the program;

            (4)      Advise the Department as to a plan for serving homeless individuals, the distribution of funds, the effectiveness of programs, and the needs of the homeless;

            (5)      Make recommendations to the Department as to the allocation of any available and appropriate federal funds, State funds, foundation grants, and private donations that become available to the program for the establishment, administration, and operation of shelter, nutrition, and service programs for homeless individuals and families;

            (6)      Make recommendations to the Department as to the allocation of funds to the areas of the State with consideration to unmet needs, the number of homeless individuals and families in those areas, proximity to similar services, availability of alternate sources of funds, and other relevant factors;

            (7)      Annually report to the Governor and, subject to § 2-1246 of the State Government Article, to the General Assembly, as to the activities of shelter, nutrition, service, or other programs for homeless individuals, including:

                  (i)      Financial reports;

                  (ii)      Board actions;

                  (iii)      Distribution of funds; and

                  (iv)      Service success and failure.
