Maryland Juvenile Services Section 3-108

      With the approval of the Governor, the Compact Administrator may make or arrange for any payment necessary to discharge a financial obligation that is imposed on this State by the Interstate Compact on Juveniles or by any supplementary agreement entered into under the Compact.
