Maryland Political Subdivisions - Miscellaneous Provisions Section 9-104

      Except for Baltimore City, a county or municipal corporation may issue its individual notes, certificates of indebtedness or other evidence of indebtedness for any amount borrowed or indebtedness incurred under this subtitle.
