SUBPART M.  PUBLIC UTILITIES

§821.  Public utility franchise

The commission may by ordinance grant permission to any person to construct and operate a public utility in the streets and public grounds of the city.  The ordinance granting any such franchise shall be subject to petition and referendum as specified herein.  No franchise shall be considered an emergency measure.  No franchise or grant or renewal thereof for the construction and operation of a public utility shall be granted for a term longer than thirty years.
