§703. Revision of appropriations
If at the beginning of the term of office of the first commission elected under the provisions of this Part, the appropriations for the expenditures of the city government for the current fiscal year have been made, the commission shall have power by ordinance to revise, repeal, or change the appropriations and to make additional appropriations.
