§551.  Publication and effective date of ordinance; petition objecting to passage; submission to voters

Every ordinance passed by the council must be published in the official journal of the municipality.  No ordinance passed by the council shall go into effect before ten days from the date of its publication.  If during the ten days a petition signed by electors equal in number to twenty-five per cent of the entire vote cast for all candidates for mayor at the last preceding primary election, protesting the passage of the ordinance, is filed with the municipal secretary, the ordinance shall thereupon be suspended from going into operation and shall be subject to reconsideration.  If the ordinance is not repealed, the council shall submit it to the vote of the electors of the municipality, either at the next general election or at a special municipal election called for the purpose; and the ordinance shall become operative if a majority of the votes cast are in favor of it.

Ordinances required by state law to be effective immediately and ordinances for the immediate preservation of public peace, health, or safety, which contain a statement of their urgency and are passed by a two-thirds vote of the council, shall go into effect immediately.
