Art. 1281.7. Persons whose consent is required
A. The parental rights of the parents of any child who has qualified as a foreign orphan are deemed to be terminated and no further consent to adoption or relinquishment of parental rights shall be required.
B. Consent to the adoption shall be required of the custodial agency which has placed the foreign orphan for adoption, except that the court may grant the adoption without the consent of the agency if the adoption is in the best interest of the child and there is a finding that the agency has unreasonably withheld its consent.
