§2019.  Restriction on alienations or transfers of certificate of authority

A certificate of authority shall not be disposed of, sold, transferred, or utilized by any person other than the applicant except as authorized by the commissioner in a proceeding for such purpose.  The provisions of the Administrative Procedure Act shall apply to proceedings under this Section.
