ON INSURANCE

§1450.1.  Legislative purpose

A.  The legislature recognizes that the subject and availability of insurance is one of great importance and of great interest to the people and business of this state, and revelations indicate that the state's insurance laws and the regulatory scheme and processes applicable thereto are vague and inadequate to protect and meet the needs and interest of the public, business and the industry.  

B.  It is therefore determined that there is an overriding public need to carefully study and recommend changes to the insurance code and to carefully consider and deliberate on the entire subject matter so as to restore confidence of the public in the insurance industry, its products, and the regulatory agencies and departments of the state and their operation, independence and reliability.  

C.  There is also a need to hear the testimony, comments and problems of the general public who desire to buy insurance and of those unable to obtain coverage.  

D.  The legislature feels strongly that the insurance needs and insurance administration of state and local governments, including all agencies, instrumentalities and their employees should be examined, and ways and means suggested to streamline adequate and uniform coverage and adequate access to coverage, its delivery, with alternatives, ease of claims, expeditious processing, payment and administration for all governmental units and employees with the notion of eliminating duplication and saving money for the public.
