§2000.10.  Operating and maintenance funding

A.  The estimated fifteen-year operation and maintenance cost of the program is fifty-five million dollars for the state match for federal funds.  This cost is allocated on an estimated basis as follows:

(1)  Management of the wildlife management areas by the Department of Wildlife and Fisheries (cost for 15 years - $8,514,439).

(2)  Monitoring compliance with federal and state regulations concerning environmental and developmental control of timber harvesting by the Department of Agriculture and Forestry and on state lands by the state land office (cost for 15 years - $4,785,510).

(3)  Monitoring impact of water management projects on water quality and fish population by the Department of Wildlife and Fisheries and on timber by the Department of Agriculture and Forestry and maintenance and improvements of water-flow patterns by the Department of Natural Resources which shall include but not be limited to water management activities such as making cuts and gaps in pipeline canals to restore flow of natural streams and doing ecosystem restoration work in Buffalo Cove as recommended by the water management working group (cost for 15 years - $11,040,927).  Public Law 99-662, Section 906 of 1986 provides that fish and wildlife enhancement features are of national interest and, therefore, water management units shall be constructed at one hundred percent at an estimated cost of one hundred million dollars.  In accordance with Public Law 99-88 of 1985, the state will pay for operation and maintenance of these units on a seventy-five percent federal, twenty-five percent state-cost basis as provided in this Paragraph.

(4)  Operation of Visitors Center, Pelba Park, and state preservation areas (cost for 15 years - $18,411,406).

(5)  Management of interpretive center at Morgan City (cost for 15 years - $4,780,130).

(6)  Project management by the Department of Natural Resources, Atchafalaya Basin Program, Atchafalaya Promotion and Research Board and Atchafalaya Basin Advisory Committee (cost for 15 years - $7,467,588).

B.  The proposed schedule of funding is as follows:
