§183.6.  Program approval process; evaluation team composition; State Board of Elementary and Secondary Education authority; evaluation guidelines

A.  Each curriculum design team shall submit any proposed career major program curriculum to the appropriate school board for approval.  The approved curriculum shall then be submitted not later than October 1, 1998, to the state Department of Education for approval.

B.  Such proposals shall be reviewed by a team of six evaluators and returned to the design teams for revisions if necessary by not later than January 31, 1999.  Each team of evaluators shall consist of three representatives of the state Department of Education, to be appointed by the state superintendent, and three members representing the governor's office on workforce development planning/schools-to-work.  Design teams shall resubmit their revised proposals for approval by not later than April 15, 1999.  Each team of evaluators shall submit to the State Board of Elementary and Secondary Education a written recommendation for the approval or nonapproval of each career major program curriculum not later than July 1, 1999.  The State Board of Elementary and Secondary Education shall have the authority to provide additional time for those design teams which do not receive an evaluation team recommendation for curriculum approval.

C.  Each curriculum program shall include the following elements which shall be the basis for approval or nonapproval:

(1)  A statement of the needs the program is intended to address.

(2)  A statement of anticipated results and the basis upon which results are expected.

(3)  A specific outline of implemental steps.

(4)  A detailed plan for staff usage.

(5)  A detailed budget for expending monies related to the program.

(6)  A detailed explanation of and plan for evaluation of the project results.

(7)  A sequenced, coherent career and technical curriculum in which the objectives of one course build upon and enrich the objectives of the other career and technical courses.
