§183.4.  Curricula design team; composition; meetings; compensation

A.(1)  Career major programs in each school system, high school, or consortia of schools shall be designed by a curriculum design team which shall be composed of the following:

(a)  Superintendents of schools.

(b)  Secondary curriculum directors.

(c)  Principals.

(d)  Curriculum department heads.

(e)  Career and technical education teachers.

(f)  At least one representative from the state Department of Education who will be involved in the curricula review process at the state level.

(g)  At least one representative from the governor's office on workforce development planning/schools-to-work.

(2)  The curriculum design team should also include the following:

(a)  Representatives from local postsecondary schools selected as follows:

(i)  College and university representatives shall be chosen by the deans of the education departments.

(ii)  Proprietary school representatives shall be chosen by the director of each school.

(iii)  Technical college representatives shall be chosen by the director of the school.

(b)  Parent representatives, as selected by each high school principal involved in the design process.

(c)  A representative of high school business partners.

(d)  Local business managers and owners, or their designees, chosen and invited by the system superintendent from a list compiled by principals and teachers at each involved school and submitted to the superintendent two weeks prior to the first scheduled meeting.

(e)  Employee representatives selected by the business manager or owner of each business participating pursuant to Subparagraph (d) of this Paragraph.

(f)  A representative of local civic organizations which provide services either to businesses, schools, or students.

(g)  A military representative appointed by the commanding officer of the nearest military base.

(h)  Ad hoc members, as appointed by the system superintendent.

(i)  A joint apprenticeship representative from a course with a nationally approved apprenticeship curriculum.

B.(1)  The superintendent of any school system involved in developing a curriculum design shall be responsible for obtaining the names of the design team members, or their designees, as provided in Subsection A of this Section. Each superintendent, or his designee, shall be responsible for establishing the agenda, scheduling meetings, and presiding over each meeting of the curriculum design team. In addition to such duties, each superintendent shall be responsible for notifying each design team member of all meetings.  The school board secretary, or a superintendent appointee, shall record the minutes of all meetings and prepare a written report which shall be mailed to absent members.

(2)  The first meeting of each curriculum design team shall focus on gathering the following information:

(a)  The resources available through grant and state funding, including information pursuant to the following:

(i)  Louisiana Education Achievement and Results Now for the 21st Century.

(ii)  School-to-work initiatives.

(iii)  The Louisiana Education Quality Trust Fund.

(iv)  The Improving America's Schools Act.

(v)  Transitions to life.

(vi)  Workforce Investment Act.

(vii)  Family independence.

(viii)  Alternative schools.

(ix)  Other youth development agencies.

(b)  The resources available through local funding.

(c)  The resources available at the school site or at other schools.

(d)  The resources available through business involvement.

(e)  The resources available through postsecondary schools.

(f)  The career and technical interests of the students attending each high school involved in the design team.

(g)  The needs of the students attending such high school.

(h)  The concerns of parents regarding the program.

(i)  The employment opportunities available in the school community or nearby communities.

(j)  The needs of the local employers in regards to training needed by high school graduates.

(k)  The teaching resources available for the program.

(3)  Each design team may create the necessary committees needed to effectively and efficiently accomplish its goals.

(4)  Curriculum design teams shall be created by October 1, 1997, for high schools which will enter into piloting career major programs.  Each design team shall hold monthly meetings thereafter until all career major curricula to be offered by each such high school are developed.  Each superintendent may call other meetings as necessary.

C.  School system personnel involved in curriculum design meetings shall be compensated for each hour of meeting time at the rate established by local school board policy for payment of staff development or in-service training meetings.  Compensation for other members of the design team shall be the responsibility of their respective employers or groups which they represent.
