Each governmental agency of this Commonwealth shall determine whether, and the <br>extent to which, it will create electronic records. The Kentucky Department for Libraries <br>and Archives shall determine whether, and the extent to which, the Commonwealth will <br>retain electronic records and convert written records to electronic records.
