Every certificate, assignment or conveyance executed by the commissioner, relating to the <br>business of insurance or an insurer, in pursuance of authority conferred by law, and sealed <br>with the seal, shall be received as evidence, and may be recorded in the same manner and <br>with the same effect as a deed regularly acknowledged or proved before an officer <br>authorized by law to take the proof or acknowledgment of deeds.
