At any time after five (5) years from the organization of a district, twenty-five percent <br>(25%) of the owners of land lying within the boundaries of the district may file a petition <br>with the commission praying that the existence of the district be discontinued. The <br>commission may conduct such public meetings and public hearings upon the petition for <br>discontinuance as may be necessary to assist it in the consideration of it.
