224.43-710 Technical and financial assistance for developing plans. There is established a program to provide technical and financial assistance to cities, <br>counties, waste management districts, or any combinations thereof, for the purposes of <br>encouraging and improving area solid waste management plans required by KRS 224.43-<br>340, and for conducting materials recovery, energy recovery, disposal site, and relevant <br>waste management studies. The program will be administered by the cabinet which shall <br>prescribe procedures for applying for, and terms and conditions for receiving assistance. <br>The cabinet shall determine priorities and allocate available funds among those applying <br>for assistance, according to criteria established by administrative regulations adopted by <br>the cabinet, considering population, existing waste management practices, financial need, <br>the type of assistance requested, projected benefits, and compatibility of the proposed <br>study with the statewide plan and goals.
