Cities and counties may adopt and enforce, or authorize commissions or agencies to <br>enforce ordinances, orders, and resolutions prohibiting unfair treatment of individuals on <br>the basis of physical disability, and may prescribe penalties for violation thereof, such <br>penalties being in addition to those herein authorized.
