293.140 Operating fund -- Excess. Moneys in the operating fund may be used to pay the costs of operating the authority. All moneys in excess of the amount necessary to defray the costs of operation shall be transferred to the payment and redemption fund if that fund shall be deficient in funds necessary to meet its obligations; thereafter any further excess moneys may be paid into the State Treasury.
