247.4451 Promotion of milk production in public interest. It is declared to be in the interest of the public welfare that Kentucky farmers who are producers of milk shall be permitted and encouraged to act jointly in promoting and stimulating, by educational and applied research programs, the increased production of this agricultural commodity.
