96A.310 Legislative findings. The General Assembly of the Commonwealth of Kentucky hereby finds and determines as a legislative finding of fact that the institution, acquisition, preservation and continuation of mass transportation facilities to serve the general public is vital to the health, safety and material well-being of the citizens and inhabitants of the Commonwealth, and that the preservation and continuation of operations of mass transit facilities at reasonable rates to the public constitutes a proper application of the police power, will result in decreased automotive congestion, safer and more efficient utilization of the public ways, and the safe and effective movement of persons and property, and will thereby serve the public safety, health, convenience, enjoyment and general welfare.
