CHAPTER 314 - ADMINISTRATIVE PROVISIONS FOR HIGHWAYS
314.1A - DETAILED COST ACCOUNTINGS BY CITIES AND COUNTIES -- RULES.

        314.1A  DETAILED COST ACCOUNTINGS BY CITIES AND
      COUNTIES -- RULES.
         1.  The department shall adopt rules prescribing the manner by
      which cities and counties shall provide a detailed cost accounting
      under section 309.93 or 312.14, of all instances of the use of day
      labor or public or private contracts for construction,
      reconstruction, or improvement projects of a highway, bridge, or
      culvert within their jurisdiction.
         2.  The department shall adopt rules prescribing the manner by
      which governmental entities, as defined in section 26.2, shall
      administer section 26.14 concerning public improvement quotations.
         3.  The rules shall include definitions concerning types of
      projects and uniform requirements and definitions that cities and
      counties under subsection 1 and governmental entities under
      subsection 2 shall use in determining costs for such projects.  The
      department shall establish horizontal and vertical infrastructure
      advisory committees composed of representatives of public sector
      agencies, private sector vertical and horizontal contractor
      organizations, and certified public employee collective bargaining
      organizations to make recommendations for such rules.
