311.21 - PROCEDURES.

        311.21  PROCEDURES.
         The preparation and approval of plans and specifications, the
      advertising for bids, the award and approval of contract, the
      supervision and inspection of construction work, and the approval and
      payment of claims on any secondary road assessment district project,
      shall be conducted in the manner provided in the laws for secondary
      road construction work generally.
