309.39 - CONTRACTS AND SPECIFICATIONS.

        309.39  CONTRACTS AND SPECIFICATIONS.
         The various contracts for the carrying out of said construction
      program or project in the most efficient, practicable and economical
      manner shall, as far as possible, be accompanied by standard
      specifications, and no traveled roadway shall be less than twenty-two
      feet from shoulder to shoulder.
