309.27 - REPORT OF ENGINEER.

        309.27  REPORT OF ENGINEER.
         In addition to the foregoing, the engineer, when so ordered by the
      board, shall make written report to the board and shall designate
      therein in their order of importance the roads which, in the
      engineer's judgment, are most urgently in need of construction.
