        303.87  DUTIES OF COUNCIL.
         The arts council shall:
         1.  Advise the director with respect to policies, programs, and
      procedures for carrying out the administrator's functions, duties, or
      responsibilities.
         2.  Review programs to be supported and make recommendations on
      the programs to the director.
