Severability
Sec. 1. The provisions of this compact are severable in the manner provided in IC 1-1-1-8(b), and if any phrase, clause, sentence, or provision of this compact is considered unenforceable, the remaining provisions of this compact are enforceable.

Construction of compact
Sec. 2. The provisions of this compact shall be liberally construed to effectuate this compact's purposes.
