20 ILCS 5055/ - Equal Economic Opportunity Task Force Act.

Sec. 1. Short title. This Act may be cited as the Equal Economic Opportunity Task Force Act.

Sec. 5. The Equal Economic Opportunity Task Force.
(a) There is hereby created the Equal Economic Opportunity Task Force.
(b) The task force shall consist of the following members:
(1) Four members of the General Assembly, appointed

one each by the President of the Senate, the Minority Leader of the Senate, the Speaker of the House of Representatives, and the Minority Leader of the House of Representatives;

(2) The Governor, or his or her designee;
(3) The Director of Commerce and Economic Opportunity

or his or her designee;

(4) The Secretary of Human Services, or his or her

designee;

(5) The Attorney General of the State of Illinois, or

his or her designee; and

(6) Two members from entities representing the

interests of the retail and banking industries in this State appointed by the Governor.

(c) The Director of Commerce and Economic Opportunity, or his or her designee, shall serve as chairperson of the task force, and the Department of Commerce and Economic Opportunity shall provide technical support and assistance to the task force and shall be responsible for administering its operations and ensuring that the requirements of this Act are met.
(d) The task force may consult with any persons or entities it deems necessary to carry out its purposes.
(e) Members of the task force shall be appointed no later than 90 days after the effective date of this Act. The members of the task force shall receive no compensation for serving as members of the task force.
(f) The task force shall examine: (1) barriers to economic opportunity in economically depressed communities; (2) issues discouraging local investment and business development; (3) local community concerns; and (4) current economic conditions, and shall establish a comprehensive economic development policy for small, medium, and large businesses. The task force shall give members of the public the opportunity to provide input during the task force's examinations.
(g) The task force shall prepare a report summarizing the findings of the examinations undertaken pursuant to subsection (f) and shall provide recommendations as to whether further legislation is needed to address the problems identified by the task force. The report shall be submitted to the General Assembly on or before January 1, 2017.
