                         HOSPITALS FOR INDIGENT SICK
    31-3518.  ADMINISTRATIVE RESPONSIBILITY. (1) The administrator shall, in
order to facilitate payment to providers participating in the county medically
indigent program and the catastrophic health care cost program, have on file
the reimbursement rates allowed for all participating providers of medical
care. However, in no event shall the amount to be paid exceed the usual,
reasonable, and customary charges for the area.
    (2)  The administrator may contract with an independent contractor to
provide services to manage and operate the program, or the administrator may
employ staff to manage and operate the program.
    (3)  The administrator shall submit all proposed rules to the legislative
council for review prior to adoption, in a manner substantially the same as
proposed executive agency rules are reviewed under chapter 52, title 67, Idaho
Code. Following adoption, the administrator shall submit all adopted rules to
the legislature for review in a manner substantially the same as adopted
executive agency rules are reviewed under chapter 52, title 67, Idaho Code.
The legislature, by concurrent resolution, may modify, amend, or repeal any
rule of the administrator.
