Sec. 3-130. Proceedings to obtain reasonable transportation rates. The Attorney General is authorized, when directed by the Governor, to institute legal proceedings
in any court or before any commission or committee of any state or of the United States
to obtain the establishment and maintenance of just and reasonable rates for transportation of fuel and other articles and commodities by railroad and by vessels and to compel
common carriers to establish, apply and observe just and reasonable rules, classifications
and practices in connection with such transportation.
