Sec. 22-391. Penalty. Any person who violates or refuses to comply with any provision of this chapter shall be fined not less than two hundred dollars nor more than five
hundred dollars for a first offense and not less than five hundred dollars nor more than
one thousand dollars for a second and each subsequent offense.
