FOOD AND AGRICULTURAL CODE
SECTION 9331-9333

9331.  All expenses and costs of dipping or treating cattle or sheep
and all expenses and costs of gathering sheep or cattle which are
incurred by the department pursuant to this chapter are a lien on the
cattle or sheep until the lien is paid or foreclosed by law.

9332.  If the lien is not paid within 15 days after the expenses and
costs were incurred, the department shall, in the name of the people
of the State of California, commence an action to foreclose the
lien. The action shall be commenced, tried, and determined in all
respects as provided by law for the foreclosure of mortgages on
personal property.

9333.  In any civil proceeding which arises under this chapter, all
persons that have an interest in, or control or possession of, the
cattle or sheep concerning which the proceeding is had, are liable
severally and jointly.
