52100. There is hereby established the Language Arts Enrichment Program in Grades 1 to 3, Inclusive. 52102. "Language arts," for purposes of this chapter, means reading, writing, spelling, and speaking and listening. 52104. The following entities shall not be eligible to participate in the Language Arts Enrichment Program in Grades 1 to 3, Inclusive: (a) County boards of education. (b) County superintendents of schools. 52106. Incentive funding for the Language Arts Enrichment Program in Grades 1 to 3, inclusive, shall be apportioned in accordance with this section. (a) Enrollment in grades 1 to 3, inclusive, used to calculate district apportionments shall be certified as of October 1 of the prior fiscal year. This enrollment figure shall equal total enrollment minus the number of special education pupils enrolled in special day classes on a full-time basis. (b) Funds apportioned pursuant to this section shall not become part of a district's revenue limit, and shall be identified as a separate item of expenditure on financial reports filed by school districts with the state pursuant to statute or regulation. 52108. Funding provided under this program shall be used to increase direct individual instruction in language arts to pupils. 52110. A school district shall, as part of its application for funding to implement the Language Arts Enrichment Program for Grades 1 to 3, Inclusive, submit a plan to the State Department of Education specifying how funds will be expended and how the district proposes to evaluate the success of the program. 52114. In any fiscal year, if the funds appropriated for the purposes of this chapter by the Budget Act are insufficient to fund the programs fully pursuant to the formula established in Section 52106, the Superintendent of Public Instruction shall apportion the available funds on a pro rata basis by applying a deficit factor to the apportionment calculated for each applicant district.
