SECTION 41070-41075



41070.  The city recycling component shall include a program and
implementation schedule which shows the methods by which the city
will, in combination with the source reduction and composting
components, reduce a sufficient amount of solid waste disposed of by
the city to comply with the diversion requirements of Section 41780.




41071.  The city recycling component shall describe the types of
materials which will be recycled under the programs in Section 41070.



41072.  The city recycling component shall describe the methods the
city will use to determine the categories of solid wastes to be
diverted from disposal at a disposal facility through recycling.



41073.  The city recycling component shall describe new facilities,
and of expansion of existing facilities, which will be needed to
implement the recycling component.



41074.  The city recycling component shall describe methods which
will be used to increase the markets for recycled materials,
including, but not limited to, an evaluation of the feasibility of
procurement preferences for the purchase of recycled products.  Each
city may grant a price preference to encourage the purchase of
recycled products.  The amount of the price preference shall be
determined by the city.



41075.  The city recycling component shall evaluate industrial,
commercial, residential, governmental, and other curbside, mobile,
dropoff, and buy-back recycling programs, manual and automated
material recovery facilities, zoning and building code changes which
encourage recycling of materials, and rate structures which encourage
recycling of materials.
