GOVERNMENT CODE
SECTION 15820.30-15820.31

15820.30. The Legislature finds and declares that California's
public colleges and universities, recognized as being among the world'
s finest, require assistance in the development of library and
related educational facilities, which will help to educate and
prepare individuals for tomorrow's high technology society. To this
end, the Legislature finds that it is in the public interest, and for
the public benefit, to construct or renovate and equip libraries and
related educational facilities for use as research and educational
centers that may be lease-purchased by the University of California
and leased or lease-purchased by the California State University, the
California Maritime Academy, and the California Community Colleges.

15820.31. It is the intent of the Legislature that the cost of any
project authorized by statute pursuant to this chapter shall be
considered an expenditure of state funds in the fiscal year in which
payments are made to the State Public Works Board under the terms of
the lease or lease-purchase agreement.
