2005 California Water Code Sections 21285 Article 2. Appointments in Certain Districts

WATER CODE
SECTION 21285 

21285.  Notwithstanding any other provision of law, in any district
where there are not more than 15 voters at such time as the
publication of notice of a general district election, no such general
district election shall be held, and all offices shall be filled by
appointment pursuant to Section 10515 of the Elections Code.
