GOVERNMENT CODESECTION 55880-55887
55880. (a) On or before June 1 of each year, the governing board shall prepare a preliminary budget for the fiscal year that begins July 1. (b) On or before June 1 of each year, the governing board shall publish a notice stating all of the following: (1) That it has prepared a preliminary budget that is available for inspection at times and places specified in the notice. (2) The date, time, and place when the governing board will meet to adopt the final budget. (3) That any person may appear and be heard regarding any item in the budget or regarding the addition of other items. (c) The notice shall be published pursuant to Section 6066 in at least one newspaper of general circulation in each county within the boundaries of the authority. (d) At the time and place specified for the meeting, any person may appear and be heard regarding any item in the budget or regarding the addition of other items. (e) On or before July 1 of each year, after making any changes in the preliminary budget, the governing board shall adopt a final budget. The final budget shall establish its appropriation limit pursuant to Division 9 (commencing with Section 7900) of Title 1. 55881. (a) All claims for money or damages against the authority shall be governed by Part 3 (commencing with Section 900) and Part 4 (commencing with Section 940) of Division 3.6 of Title 1. (b) Claims against the authority shall be audited, allowed, and paid by order of the governing board. (c) Notwithstanding subdivision (b), the governing board may authorize its treasurer-chief fiscal officer to use an alternative procedure for payment of claims against the authority. (d) Notwithstanding subdivision (b), the governing board may adopt a resolution creating a petty cash fund to pay small bills directly. The resolution shall designate all of the following: (1) The maximum amount of the fund, not to exceed five hundred dollars ($500). (2) The purposes for which the fund may be spent. (3) The officer or employee who is authorized to spend the fund and who will account for it. (4) The officer or employee who is authorized to create and reimburse the fund. Each document to reimburse the fund shall contain an itemized account of expenditures. 55882. The authority may accept any revenue, money, grants, goods, property, or services from any federal, state, regional, or local agency or from any person for any lawful purpose of the authority. 55883. (a) The authority may issue revenue bonds pursuant to the Revenue Bond Law of 1941 (Chapter 6 (commencing with Section 54300) of Part 1). (b) Prior to the issuance of revenue bonds, authorized by subdivision (a), the authority shall submit to its qualified voters, at the next general election, the proposition of issuing bonds pursuant to this chapter. For purposes of this section, "qualified voter" means any registered voter within the political subdivisions of the members of the authority. The ballot measure wherein the issuance of revenue bonds is submitted to the electorate shall: include a detailed description of the plan for the stadium, identify a revenue stream, and reference a specific geographic site upon which the proposed ballpark would be built. The issuance of revenue bonds must be approved by a majority vote of the qualified electors, authority-wide voting on the measure. 55884. (a) The authority may charge fees to cover the cost of any goods or services that the authority provides or the cost of enforcing any regulation. No fee shall exceed the costs reasonably borne by the authority in providing the service or goods or enforcing the regulation. (b) The governing board shall adopt an ordinance establishing a schedule of fees charged pursuant to this section. (c) The governing board may waive the payment of any fee charged pursuant to this section when it determines that the payment would not be in the public interest. Before waiving payment of any fee, the governing board shall adopt a resolution establishing the policies and procedures governing waivers. 55885. The authority may charge rents, royalties, and concession fees for the use of its property. 55886. The authority may borrow money pursuant to Article 7.6 (commencing with Section 53850) and Article 7.7 (commencing with Section 53859) of Chapter 4 of Part 1. 55887. Notwithstanding any other provision of law, the authority shall not do any of the following: (a) Receive property tax revenues pursuant to Chapter 6 (commencing with Section 95) of Article 0.5 of Division 1 of the Revenue and Taxation Code. (b) Levy special taxes including, but not limited to, taxes levied pursuant to the Mello-Roos Community Facilities Act of 1982 (Chapter 2.5 (commencing with Section 53311) of Part 1). (c) Levy general taxes. (d) Levy benefit assessments or special assessments. (e) Issue general obligation bonds. (f) Require a city or county to pay for the bonds issued pursuant to Section 55883.
