GOVERNMENT CODE
SECTION 55875-55877

55875.  The authority shall have and may exercise all rights and
powers, expressed or implied, necessary to carry out the purposes and
intent of this chapter including, but not limited to, the following
powers:
   (a) To sue and be sued.
   (b) To acquire any property within the boundaries of the authority
by any means, and to hold, manage, occupy, dispose of, convey and
encumber, and to create leasehold interests in property for the
benefit of the authority.
   (c) To appoint employees, to define their qualifications and
duties, and to provide compensation for the performance of their
duties.
   (d) To employ counsel.
   (e) To enter and perform all necessary contracts pursuant to the
Uniform Public Construction Cost Accounting Act (Chapter 2
(commencing with Section 22000) of Part 3 of Division 2 of the Public
Contract Code).
   (f) To adopt a seal and alter it at its pleasure.
   (g) To adopt ordinances following the procedures of Article 7
(commencing with Section 25120) of Chapter 1 of Part 2 of Division 2
of Title 3.
   (h) To establish and enforce rules and regulations for the
administration of the authority and its property.
   (i) To enter joint powers agreements pursuant to Chapter 5
(commencing with Section 6500) of Division 7 of Title 1.
   (j) To provide insurance pursuant to Part 6 (commencing with
Section 989) of Division 3.6 of Title 1.
   (k) To join any local, state, or national group or association
that is consistent with its purposes.
   (l) To authorize the members of its governing board and its
employees to attend meetings and conferences of professional,
vocational, educational, and trade organizations, and to pay their
necessary and actual traveling and incidental expenses while on
official business.
   (m) To require any officer or employee of the authority to be
bonded, in which event, the authority shall pay the cost of the
bonds.
   (n) To provide any of the programs for the benefit of its
employees pursuant to Chapter 2 (commencing with Section 53200) of
Part 1.
   (o) To contract with any other public agency for any services
necessary to carry out the purposes of this chapter.
55876.  The authority shall facilitate the construction and
operation of a ballpark suitable for professional baseball on a site
that shall not exceed 50 acres.
55877.  The authority may build, own, and operate other properties
and enterprises that, in the determination of the governing board,
are necessary and incidental to the operation of a ballpark pursuant
to Section 55876.
