2005 California Government Code Sections 12095.50-12095.53 Article 5. Administrative and Fiscal Provisions

12095.50.  The commission shall do all of the following:
   (a) Hire an executive director who has background and experience
in the purposes of this chapter.
   (b) Develop and adopt rules consistent with the provisions of this
chapter.
   (c)  Fix salaries for the chief executive officer and such other
staff as are  deemed appropriate.
12095.51.  The executive director shall do all of the following:
   (a) Carry out the management directives of the commission.
   (b) Manage and disburse all funds and maintain records.
   (c) Direct all staff which includes, but is not limited to,
responsibility to hire and dismiss employees.
   (d) Solicit and accept voluntary and uncompensated services from
loaned executives, professional personnel, consultants, and experts.
   (e) Accept in the name of the commission, and employ or dispose
of, grants, gifts, or bequests to carry out the functions of the
commission.
   (f) Enter into contracts and make other arrangements and
modifications as necessary.
   (g) Conduct studies, hearings, research activities, demonstration
projects, and similar activities which the commission requests.
   (h) Pursuant to provisions of the State Records Management Act
(Chapter 5 (commencing with Section 14740) of Part 5.5), use the
services, personnel, facilities, and information of any department,
agency, and instrumentality of the executive branch of state
government and the services, personnel, facilities and information of
federal and local agencies, colleges, universities and private
research institutions, with consent of these agencies, with or
without reimbursement therefor.
12095.52.  The Industrial Innovation Fund is hereby established as a
special fund in the State Treasury.  The fund shall consist of
private sector money which may be made available, federal funds, when
available, other state funds, and fees for services rendered, if
levied.
   The Controller shall disburse such money available in the fund,
upon the request of the commission.
12095.53.  The commission shall submit to the Department of Finance
an annual budget, for inclusion in the Governor's Budget, showing
funding from all sources.
