WHITE, P.J. (concurring).
While plaintiff appears to have been a casualty of the bad relationship between Kiner and
Carnegie, the record reflects that Harris made the decision to call for a second round of
interviews. The CSC’s conclusion that the record contains adequate reasons for this decision
was supported by competent, material and substantial evidence on the whole record. I agree that
the circuit court did not apply this standard in conducting its review.
