Court on Defendants' MOTION FOR For the reasons set forth below, the motion will be granted in part and denied in part. I. BACKGROUND This case arises out of certain public statements made by Richmond Public School Superintendent Jason Kamras ("Kamras") in the wake of standardized testing "irregularities" at George Washington Carver Elementary ("Carver") in the spring of 2018. Proceeding in federal court pursuant to 42 U.S.C. ยง 1983,^ plaintiffs Betty Alexis, Chireda Cotman, and Stephanie Burgess^ ^ Section 1983 confers no substantive rights. Rather, it provides a procedural vehicle for pursuing in federal court a claim for a violation of a federal constitutional or statutory right by one acting under color of state law. Chapman v. Houston Welfare Rights Org., 441 U.S. 600, 615-18 (1979). 2 Former plaintiff Troy Johnson agreed to settle his case with Defendants. This Opinion will not discuss his claims.
