Pltfs' claims under 42 USC 1983 for violation of the Fourteenth Amendment and their claims for deprivation of educational opportunities are dismissed with prejudice. The Court declines to exercise supplemental jurisdiction over Pltfs' state law negligence claim and that claim is dismissed without prejudice.
